I need help with the name of a movie a saw a few years ago.?

The movie may have been around the 80's and it had some young black guy who who acts chinese and knows kung fu and fights other black guys who wear shoulder pads and they have cool 80s music and i remember the characters glowing at some point

I watched it several times on a movie channel about 20 years ago but haven't seen it aired since. It would be fun to watch it again because it is rather an odd story.
